Amnesty as a Panacea for the Resolution of Resource Control Conflicts in Nigeria’s Niger Delta Region
Abstract
The objective of this paper is to determine the extent
to which the implementation of the amnesty programme in the
Nigeria’s Niger Delta region has reduced the incidence of
militancy insurrection and conflicts in the area. The paper
adopted qualitative approach and relies on secondary data,
using the combination of analytical and descriptive method to
assess the effects of amnesty programme in the resolution of
resource control conflicts in Niger Delta region of Nigeria. The
paper observes that in spite of the implementation of the
Amnesty programme by various civilian administrations since
2008, recent reports demonstrate that militancy and the
attendant consequences are still being experienced in the region.
The paper submits that unless the factors causing violent
conflicts in the region such as marginalisation, environmental
degradation, inequitable distribution of oil revenues and
underdevelopment are addressed; the present peace in the
region may not subsist for long. It recommends measures for
successful implementation of amnesty in order to achieve
relative peace in the region in particular and Nigeria as a whole.
